You can incorporate levees to constrain the flow until the levees are overtopped:




Once the water level exceeds the lowest levee it "spills over" and starts to fill that side of the cross-section:



Once the water again reaches the level of the lowest levee the water in the Main Channel and Overbank rises together:



When the higher levee is reached the other Overbank area begins to fill:



On reaching the higher levee again, all of the water rises together:
